and my telegram of 19th December. Chinese Telegraph Office
in Hong Kong.
Chen Ching Wen who is still here presses for early
decision, pointing out that Liu at present in charge of
Hong Kong Office renders no accounts to Peking Board of
Communicatioms or to any one else and alleging that he is
embezzling funds. Retention of Liu in Hong Kong cannot be
justified and it would be most impolitic to recognise Chen,
except at special request of General Li Chai Sum as the latter
is now back in Canton and is inclined to resume friendly
relations with Hong Kong .
I therefore beg that the action recommended in my
telegram of 19th December may be authorized as soon as possible,
